Mais pourquoi celle-ci revêt-elle une importance particulière pour les populations et les gouvernements de la région MENA ? En effet, selon Franck Bousquet, “le nombre de catastrophes naturelles, tandis qu’il a doublé à travers le monde, a triplé dans la région MENA”.
